שנה שלישית לפרויקט שמסגרתו נכללות יצירות קולנועיות קצרות של יוצרים שונים, בעלי אמירה חברתית על פניה של מדינת ישראל. את "מבטים 2004 - הפרצוף של המדינה" הפיק מיכה שגריר. פניה של המדינה, כפי שהם משתקפים במצלמותיהם של 14 יוצרים, ותיקים וצעירים כאחד. סרטים קצרים של 4-3 דקות כל אחד, במגוון ז`אנרים קולנועיים – מאנימציה ודרמה ועד תיעודי ותיעודי-אישי
"Moments, Israel 2004" is a work made by 14 different directors, who each responded to the call to portray the face of a nation. 14 different Israeli filmmakers present their own unique views and opinions on life in Israel. Each filmmaker attempts to describe the many and colorful facets of Israel by using several genres ranging from documentary and drama to satire and animation, and so each film is similar to an x-ray that reveals the various realities of Israel in 2004.
